September 2018 Chapter Meeting: Manitoba Legislature Chamber Accessibility Upgrades Project with tour of the Chamber

Join Melanie Gagnon of Republic Architecture Inc. and Joe Kresnyak of Bockstael Construction Ltd. for a presentation and tour of the Manitoba’s Legislative Chamber Accessibility Upgrades Project, A PMI Manitoba 2018 POY finalist.

Built in 1920, the Manitoba Legislative Building is one of Western Canada’s most impressive heritage structures, and the nucleus of the province's democratic process. At the heart of the Legislative Building is Manitoba’s Legislative Chamber. But until 2017, it was not possible for a person with a disability to serve in the Chamber without barriers to access. Republic Architecture Inc. and Bockstael Construction Limited were responsible for the design and construction of the upgrades necessary to not only create a barrier-free workplace, but also ensure that the original heritage character of the space is maintained.

The project presented with unique challenges driven strongly by the need to maintain and preserve the existing heritage components while bringing the chamber up to present day accessibility standards. In addition, a significant scope of work was required to achieve this goal within a very short window of time. The group (Owners, End User Advisors, Consultants, and Trades) had to come together and work as a cohesive team in order to reach this milestone. From initial design to uncovered project issues, all had to be approached collaboratively and in real time. Many IPD principles were used including “Big Room” type sessions and it was ultimately this approach that led to the project being completed on schedule and under budget without the need to sacrifice or compromise the design aesthetics.

The project won the 2018 Institutional Conservation Award from Heritage Winnipeg.



Melanie Gagnon

Mélanie Gagnon is an Interior Designer from Republic Architecture Inc. who specializes in the delivery of comprehensive project management services for technically-complex architectural and interior design work in Manitoba and across Canada. Her project management methodology has a specific focus on providing effective, timely, and strategic communication between clients, design team members, and sub-consultants. Mélanie’s portfolio of work includes commercial, office, industrial, educational, and historical restoration projects, and has successfully delivered her services for clients that include Public Services and Procurement Canada, Defence Construction Canada, and Manitoba Finance. The Manitoba Legislative Building Accessibility Upgrades, a project that Mélanie managed, won the 2018 Institutional Conservation Award from Heritage Winnipeg.

Joe Kresnyak

Joe joined Bockstael Construction Limited in 2015 and has over ten years of experience in the construction industry. Prior to joining Bockstael, Joe worked as a Contract Administrator and Technical Draftsmen at an architectural firm.  His leadership qualities and good nature enable him to keep teams focused and productive, while encouraging a peaceful workplace.  He is a self-motivated and resourceful Project Manager with excellent communication skills and a collaborative approach to problem solving.
